​We believe that the "historical" manuscript posted below can be of interest to researchers working with nonlinear quantitative forecasting models. Professor Yaglom (1921–2007) presented the paper at a purely Russian conference that took place in 1960 or 1962.  Here, we present the copy-edited English version of the manuscript to honor the remarkable and outstanding scientific work of Akiva Moiseevich Yaglom.
